I take your point Khazadson, that the average Roman legionary was far superior in training to their barbarian foes. Whether they should be classed as 'elite' though is another matter, but I agree that formal training counted for a lot.
I was trying to make the point that average sword and shield armed troops could in certain circumstances do well against spear and shield armed troops. If they don't then the rules are indeed off somewhat. Perhaps the key to this lies in reaction time - the difference between a swordsman and a spearman. I'd echo other people's comments and argue that a swordsman should perform better in AoA. A swordsman HAS to have better agility in combat than a spear wielder. If not then why in many warrior societies were swords given greater status than spears.
Would giving the second rank of spears a last strike instead of an equal chance of getting hits in (representing the relative difficulty of getting strikes in between the front rankers) balance things out or overly complicate things?

We give officers in today's defence force swords and handguns... Status isn't always = to effectiveness. Sometimes it is cost, history, or shinyness

Swords in certain circumstances, beat spears in AoA too. As we have said, mathematically spears are appropriately costed, if you spend the same points on spearmen as you do on swordsmen, you get units of similar power. Spend more on swordsmen...
I think people should stay away from spearmen, leave the poor guys alone. If you want swordsman to have interesting options, then make interesting options for them, don't mess with anything else.
